  • Tournament Rules
  • General Information - Adult

    • All players are required to check-in at registration table inside the front doors
    • All players must wear a hockey helmet, hockey skates, hockey gloves, and elbow pads
    • Locker room and rink assignments will be on shown on an overhead monitor
    • Results will be posted in the rink lobby area and also on our web site frozenbiscuit.netAny schedule changes or other important alerts will be sent to the team rep via txt message
    • All players must have signed waivers and be shown on the score sheet before playing; anyone found playing that is not registered, is not on the score sheet, or does not have a signed waiver will be ejected from the game and the team risks forfeiting the game.
    • The Rink managers will be trying to keep the locker rooms clean to the extent possible, but each team is responsible for cleaning up (tape and other trash) off the floor. Car keys/licenses will be required to get into a locker. If the locker is not clean when the following team enters, that team rep will not be given their keys. Please clean up after yourself in the locker rooms.
    • BRING YOUR OWN PUCKS FOR WARMUPS.
    • The Chilled Ponds facility managers and Frozen Biscuit organizers will be monitoring for behavior not conducive to a safe environment outside the game. Players or spectators in the common areas who are deemed to be exhibiting behaviors inconsistent with a safe and fun environment, extensive use of vulgarities (especially in the presence of families with children), or are intoxicated and unable to control their own behavior, etc. will be removed from the facility and WILL NOT BE PERMITTED TO RETURN.
    • Some players under 21 (18 to 21 years of age) may participate in our adult tournaments. State Law prohibits any person under the age of 21 from consuming alcohol. Players , spectators, league representatives and any other person attending or participating in the adult event who is 21 and older should not offer to purchase or share alcohol to any under age player regardless of whether the alcohol was purchased on premise or from outside the facility. Any person violating this law will be reported to police authorities.
    • Tournament games will begin on Fridays no earlier than 7:00 AM. Games, to include championship games, will end on Sundays no later than 7:00 PM EXCEPT for Holiday Tournaments in which games may be played on the Monday.
    • The tournament committee will try to honor all requests for a team's first game (on Friday or Saturday) based upon level of need and distance to be traveled.
    • Some Frozen Biscuit events may have modifications to certain rules, if modifications are made we will notify teams in advance of the event.
    • Ensure all players have Home (light color) and Away (dark color) jerseys.
    • Ensure your team is dressed and ready to start a game 30 minutes prior to start time.

    Game Time Management

    • Game Clock: Adult games will consist of three 12 min stop clock periods. If the goal differential is 6 goals or more at any time during the third period, the clock goes to running time. If the score goes back to a difference of less than six goals, stopped time is reinstated.
    • Early Starts: Games may start up to 30 minutes earlier than post-ed start time. The tournament committee reserves the right to start a game up to 30 minutes early if the previous game ends with time remaining in its designated game slot. Teams must be standing by to enter the rink once the "Zamboni Doors" are closed after the ice is resurfaced.
    • Warm-Up: 3 minutes (total) prior to start of the game. If a team is late getting on the ice, they WILL NOT receive additional time for warm-ups. Teams that enter the ice after the allotted warm-up time has expired will receive an automatic bench minor penalty for delay of game.
    • Curfew Clock: Once the "Zamboni Doors" are closed; rink personnel will start the curfew clock that manages the allotted ice slot times for each game. Teams must immediately enter the ice once the referees have set the nets in place.
    • Face-Off Management: Olympic Face-Off Rules are in effect. Players have 15 seconds to get in position once the referee blows the whistle ending play. After 15 seconds the referee is free to drop the puck in the face-off zone to start play. Additionally, referees may assess a bench minor penalty for delay of game. The referee will initially warn the team coach on the first infraction. Following infractions will automatically be assessed a penalty for delay of game.
    • Game Clock Management: If remaining time is an issue at the start of the third period ... the referee will put half of the time re-maining in the time slot. If time becomes an issue again in the 3rd Period, the Off Ice Official (Clock Manager) will notify the Referee that the game will go to a "Running Clock" in order to meet game curfew requirements. During the running time the clock will only stop in the event of an injury or a team elects to use their time out.
    • Time Outs: Each team is allowed a One Minute Time Out DURING PLAYOFFS ONLY
  • 3 on 3 Pond Hockey Rules

    • All players must wear helmets and hockey skates. Protective equipment is optional but highly recommended.
    • All teams must have light and dark jerseys or uniforms.
    • No goalie
    • All games are running-time and substitutions can be made during play ("on-the-fly") or while a puck is being retrieved. There is no stoppage of play after a goal is scored, or after a penalty is awarded. It is up to each team to ensure that there are only four players on the ice.
    • Games will be 20 minutes of running time.
    • 3 games – 6 Teams will play cross-ice during the 20 minute game
    • After each game, teams will be given a 2-minute rest and before playing their next game.
    • In the event of a tie during both qualifying and championship games, the play will move to sudden death format.
    • Top 2 teams will play a championship game
    • No checking is allowed. Such action will result in a minor penalty unless deemed serious enough to be a major (see off-ice pond official).
    • No slapshots allowed. Such action will result in a minor penalty.
    • Players cannot fall or lay on the ice in an effort to protect the goal area. Such action will result in a minor penalty.
    • Goaltending is not allowed. A player may not patrol, "camp out" or remain stationary in the crease area and act as a goaltender. A defender may deflect the puck in the crease area, but the defender must do so while continuing to move through the crease area. The crease area is defined as an imaginary box extending out four feet from the outside corners of the goal.
    • Contacting the puck with a stick above the waist will result in a loss of possession.
    • Saucer passes (i.e. pucks that are lifted low, below the knee) are acceptable.
    • If a puck goes out of bounds, the last team to touch it loses possession.
    • During restart, the defender must give his opponent 2-stick lengths of space.
    • There are no off-sides or icing calls.
    • Goals must be scored from the attacking side of center ice.
    • Referees will call out the score after each goal. This includes goals scored by players or awarded from minor penalties.
    • Teams must give their opponents 1/2 ice after a goal is scored or an infraction takes place.

  •  Determining Playoff & Championship Participants

    • Points will be awarded based upon periods and game conclusion. Each game is worth a maximum of 5.0 points. Points are awarded as follows:
      • WIN GAME 2.0 PTS
      • WIN PERIOD 1.0 PTS
      • TIE PERIOD 0.5 PTS
    • No Tie Games

    Tie Breakers and Overtime

    • STANDINGS: In the event of a standings tie by two teams vying for participation into the Playoff/Championship round, the following "Tie Breakers" will be used:
      • Head to Head Competition
      • Fewest Goals Against (GA)
      • Greatest GF-GA Differential
      • Fewest Penalty Minutes
      • Highest Goals For (GF)
    • ROUND ROBIN, WILD CARD, and SEMI-FINAL GAMES: In the event of a tie at the end of regulation, the game will be decided by a 3 Player (each team) Shoot-Out. In the event of a tie after the initial shoot-out, the shoot-out will continue one on one until a winner is determined. No players may shoot for a second time until all players have shot once.
    • CHAMPIONSHIP GAMES: In the event of a tie at the end of regulation in a championship game, the following will apply:
      • "3 Minute Overtime Period" of 3-on-3 hockey (sudden victory)
      • "Best of 3 Shoot-Out" ... In the event of a tie after the initial shoot-out the shoot-out will continue one on one until a winner is determined. No players may shoot for a second time until all players have shot once.

    Team Requirements

    • Ensure all players have Home (light color) and Away (dark color) jerseys.
    • Ensure your team is dressed and ready to start a game 30 minutes prior to start time.

    Penalty Time Assessments (in minutes)

    • Minor (2:00), Major (5:00), Misconduct (10:00)
    • Fighting will not be tolerated. Any players involved in a fight as deemed by the game officials will receive an automatic game misconduct (1 game suspension) minimum. The Discipline Committee will review the game report and reserves the right to increase the penalty and/or suspend the player from the tournament and possibly future Hockey tournaments.
    • Four minor penalties to one player in any game results in an automatic game ejection (remainder of current game). Major penalties such as spearing or butt-ending could result in expulsion from the tournament. 

    Gameplay

    • This is a non-checking event, body checking is not permitted..
    • Redline will NOT be offside for 'two line pass'
    • The red line will be used for icing.
    • Slap shots are allowed.
    • The tag-up rule will be used for off-sides.

    Determining Playoff & Championship Participants

    • Standings will be determined utilizing the following point system:
      • WIN IN REGULATION = 3 PTS
      • SHOOT-OUT WIN = 2 PTS
      • SHOOT-OUT LOSS = 1 PT
      • LOSS IN REGULATION = 0 PTS
    • Any team who willingly forfeits a game will not be eligible for semi-final or final games in the event, and may face future ineligibility at future Frozen Biscuit Hockey events
    • A maximum differential of six goals per game will be used for standings / tiebreaker purposes. ex. A score of 14-3 becomes 9-3; a score of 8-0 becomes 6-0.

    Tie Breakers and Overtime

    • STANDINGS: In the event of a standings tie by two teams vying for participation into the Playoff/Championship round, the following "Tie Breakers" will be used:
      • HEAD TO HEAD (results in the games played between the tied teams) Note: If a team defeated the other team(s) that they are tied with, they will be ranked ahead of those other teams.
      • GOAL DIFFERENTIAL – Goals for minus goals against in all games played. Note:   In a given game the goal differential will be a maximum of (6) regardless of a greater goal differential.
      • FEWEST GOALS ALLOWED FOR ALL GAMES PLAYED
      • PERIOD POINTS (won by each team)
        • 2 points for each period won
        • 1 point for each period tied
        • 1 point for a shutout in a period
      • FEWEST MINOR PENALTIES IN ALL GAMES PLAYED
      • FEWEST TOTAL PENALTY MINUTES IN ALL GAMES PLAYED
      • COIN TOSS
    • PRELIMINARY/ROUND ROBIN GAMES: SHOOTOUT (No Overtime)
      • If a game is tied at the end of regulation, a three man shoot-out will be held to determine a winner. Visitor team shoots first. If after the first three shooters, the score is still tied, a sudden death shoot-out (one skater each) shall continue until a winner is determined. All skaters on the players’ bench are required to shoot before a player may shoot for a second time.
      • NOTE: Any player serving a penalty at the end of regulation play is NOT eligible to participate in the shootout
    • SEMI-FINAL & CHAMPIONSHIP GAMES: OVERTIME, then a SHOOTOUT
      • A five minute stopped time, 3 on 3 sudden death, overtime period will be played. If the score remains tied after the overtime, the above described shootout format will be used to determine a winner.

    Take Note

    If it is determined by the tournament director(s) at any point during the preliminary round games that a team (in the divisions below the top division) as a whole are far above their competition that team will be permitted to play the three game guarantee, but will receive a 1-0 forfeit loss for those games and will not be permitted to advance to the championship round.

    Any non-rostered player found playing during the tourney will result in team forfeit or the game being played at that time and the team will forfeit all remaining games and be ineligible for playoffs. All Players on the roster must play in at least one preliminary round game to be eligible for the playoff round. Players may only play on one team in the tournament. Players cannot play for multiple teams in multiple divisions. Exceptions may be made for goaltenders in extenuating circumstances.

    THE TOURNAMENT DIRECTOR(S) RESERVES THE RIGHT TO MAKE ANY DECISIONS REGARDING TOURNAMENT RULES, FORMAT, ETC. FOR THE OVERALL GOOD OF THE EVENT

  • 3 on 3 Pond Hockey Rules

    • There will be one off-ice pond official to monitor the play (scoring, time, puck reset, and arbiter of infractions).
    • Off-Ice official will have the discretion to also award a "penalty shot" to the opposing team when a minor penalty is flagrant and/or a team is consistently playing in a reckless manner
    • Penalty shot will start the end of the ice of the team taking the penalty shot and must be attempted within 30 seconds of the penalty being called. Anyone on the opposing team can take the shot. The team that is awarded the penalty shot will also be given possession of the puck following the penalty shot attempt (regardless of the outcome of the shot).
    • Any major penalty, which includes any action that could possibly injure another player, will result in that player being ejected from the tournament. The team that received the ejection will play the remainder of the tournament short-handed (2 vs. 3). Off-ice pond official will determine major penalties.
    • Abuse of officials will be considered a major penalty. This includes yelling, swearing, or arguing about calls.
  • USA Hockey Zero Tolerance Policy
  • Please read and familiarize yourself and your team with the USA Hockey Zero Tolerance Policies below. Adherence to these policies is required by USA Hockey. Violation of a USA Hockey policy could lead to individual penalties and potential tournament ejection.

    Players

    • A minor penalty for unsportsmanlike conduct (Zero Tolerance) shall be assessed whenever a player:
      • Openly disputes or argues any decision by an official.
      • Uses obscene or vulgar language at any time, including any swearing, even if it is not directed at a particular person.
      • Visually demonstrates any sign of dissatisfaction with an official's decision.
    • Any time that a player persists in any of these actions, they shall be assessed a misconduct penalty. A game misconduct shall result if the player continues such action.

    Coaches/Manager

    • A minor penalty for unsportsmanlike conduct (Zero Tolerance) shall be assessed whenever a coach:
      • Openly disputes or argues any decision by an official.
      • Uses obscene or vulgar language in a boisterous manner to anyone at any time.
      • Visually displays any sign of dissatisfaction with an official's decision including standing on the boards or standing in the bench doorway with the intent of inciting the officials, players or spectators.
    • Any time a coach persists in any of these actions, they shall be assessed a game misconduct penalty.

    Parents/Spectators

    • On-ice officials will stop the game when the parents/spectators displaying inappropriate and disruptive behavior interfere with other spectators or the game. The on-ice officials will identify violators to the coaches for the purpose of removing parents/spectators from the spectator's viewing and game area. Once removed, play will resume. Lost time will not be replaced and violators may be subject to further disciplinary action by the local governing body. This inappropriate and disruptive behavior shall include, but not be limited to:
      • Use of obscene or vulgar language in a boisterous manner to anyone at any time.
      • Taunting of players, coaches, officials or other spectators by means of baiting, ridiculing, threat of physical violence or physical violence.
      • Throwing of any object in the spectators viewing area, players bench, penalty box or on ice surface.
  • Event Policies & Financial Obligation
  • Event Cancellation Policy

    • Frozen Biscuit Hockey (DBA Business Matters) will refund all monies deposited if a tournament bracket is cancelled because there are not enough registered teams to host a specific ability level bracket.

    Team Cancellation Policy

    • Teams may cancel tournament participation without penalty 90 days from the advertised event start date. Cancellation within 90 days will incur financial penalty as follows: 60-89 days - 50% refund, 31-59 days - 25% refund, 0-30 days - NO refund, NO exceptions.

    Credential Falsification Policy

    • Teams that provide inaccurate information or falsify team credentials will be disqualified from event participation and will forfeit all monies paid/obligated for tournament registration and hotels. False credentials include, but are not limited to: ineligible players; and, participating players not listed on the submitted team roster and the USA Hockey T-1 form.
