• Welcome to the City of Fresno Development Services Division Application Determination Tool

  • In order to use this tool you will need to know the proposed business or use, whether it was legally established, and the zone district of the property you are interested in.

    This tool will walk you through a series of questions and will assist you in determining the following:

    1. If your proposed use is allowed at the location.
    2. The type of application required.
    3. The level of application review required.
    4. The application fee required.

    The following links will assist you in answering the following questions.  Selecting a link will open the applicable document in a separate window.

    Master Use Table. This table will allow you to locate your proposed business type or use and determine if it is allowed as Permitted (P) or Conditional (C), if it is Prohibited (-), or if it is an Unlisted (U) use.  See the Special Use to Allowed Use Conversion Table link for additional use options.

    Special Use to Allowed Use Conversion Table. This conversion table designates which uses listed on the Master Use table include the special uses listed in Article 27 of the Fresno Development Code. It also designates which special uses have operational standards and development standards that apply.

    Development Code. This link will take you to Chapter 15 of the Fresno Municipal Code.

  • Determine if the business or use is existing.

  • Determine the application type required.

    Please answer the following question to determine the type of application required based on the Master Use Table.
  • An Existing Use Verification is required.

    A fee of $27 is due at the time of form submittal.
  • Permitted Uses (P)

    The use is permitted. Please answer the following questions to determine the type of application required.
  • A Conditional Use Permit is Required.

    Please answer the following questions to determine the level of Conditional Use Permit application required and the associated planning application fee.
  • A Full application review is required for submittal. A fee of $8,177 is due at time of application. Please note that this fee is a base amount. Additional application review and environmental review fees may apply. The base fee may also be reduced by 50% for application in inner-City areas in accordance with City policy, which excludes applications for alcohol use from qualifying.

    Please refer to the Planning and Development Application Fee Sheet for applicable fees for the following uses, which may differ from the above:

    • Woodward Park Height Exception
    • Condominium Conversion
    • Elderly and Long Term Care Facility
    • Residential Care Facility
    • Large Family Day Care Home

    All fees should be verified with the Development Services Division prior to submittal. 

  • An Amendment is required for submittal. A fee of $3,271 is due at time of application. Please note that this fee is a base amount. Additional application review and environmental review fees may apply. The base fee may also be reduced by 50% for application in inner-City areas in accordance with City policy, which excludes applications for alcohol use from qualifying.

    • Woodward Park Height Exception
    • Condominium Conversion
    • Elderly and Long Term Care Facility
    • Residential Care Facility

  • A Major Revised Exhibit is required for submittal. A fee of $2,135 is due at time of application. Please note that this fee is a base amount. Additional application review and environmental review fees may apply. The base fee may also be reduced by 50% for application in inner-City areas in accordance with City policy, which excludes applications for alcohol use from qualifying.

  • A Minor Revised Exhibit is required for submittal. A fee of $909 is due at time of application. Please note that this fee is a base amount. Additional application review and environmental review fees may apply. The base fee may also be reduced by 50% for application in inner-City areas in accordance with City policy, which excludes applications for alcohol use from qualifying.

  • A File Stuffer is required for submittal. A fee of $164 is due at time of application.

    • Any Conditional Use Permit related to alcohol sales

    All fees should be verified with the Development Services Division prior to submittal. 

  • Please speak to a planner to determine the appropriate level of Conditional Use Permit application required for review.

  • Prohibited Uses (-)

    The use is not allowed in the zone district proposed. Please speak with a planner if you have any questions or need additional assistance.
  • Unlisted Uses

    The use is not listed on the Master Use Table. Please answer the following questions to determine if the use is allowed and, if allowed, what type of application is required.
  • Follow the procedures as outline in the Director's Determination.

  • The use is not allowed as it has not been identified as permitted, conditional, temporary, or added through a Director's Determinatin.

  • A Zone Clearance is required.

    Please answer the following questions to determine the level of Zone Clearance application required and the associated planning application fee.
  • A Low Level Zone Clearance is required.  The total fee due at application is $27.

  • A High Level Zone Clearance is required.  The total fee due at application is $328.

  • A High Level Zone Clearance is required. The total fee due at application is $1,640.

  • A High Level Zone Clearance is required. The total fee due at application is $1,697.

  • A Development Permit Review is required.

    Please answer the following questions to determine the level of Development Permit Review application required and the associated planning application fee.
  • A Full application review is required for submittal. A fee of $6,905 is due at time of application. Please note that this fee is a base amount. Additional application review and environmental review fees may apply. The base fee may also be reduced by 50% for application in inner-City areas in accordance with City policy.

    All fees should be verified with the Development Services Division prior to submittal. 

  • An Amendment is required for submittal. A fee of $2,726 is due at time of application. Please note that this fee is a base amount. Additional application review and environmental review fees may apply. The base fee may also be reduced by 50% for application in inner-City areas in accordance with City policy.

A fee of $727 is due at time of application.  Please note that this fee is a base amount.  Additional application review and environmental review fees may apply.  The base fee may also be reduced by 50% for application in inner-City areas in accordance with City policy.

  • A File Stuffer is required for submittal. A fee of $164 is due at time of application.

  • Please speak to a planner to determine the appropriate level of Development Permit Review application required.

  • No planning permit is required.

    Please note that approvals may still be required from other departments and/or agencies.
  • A Temporary Use Permit is required.

    A fee of $328 is due at the time of application.
  • A Temporary Use Permit is required.

    A fee of $359 is due at the time of application.
  • A Conditional Use Permit is required.

    A fee of $14,719 is due at the time of application for a Woodward Park height exception.
  • A Conditional Use Permit is required.

    A fee of $23,685 plus an additional $5,978 for each 100 units is due at the time of application for a condominium conversion.
  • A Conditional Use Permit is required.

    A fee of $8,177 is due at the time of application. Please note that this fee is a base amount. Additional application review and environmental fees may apply. The base fee may also be reduced by 50% for applications in inner-City areas in accordance with City policy.
