  • We are currently reviewing an extremely high volume of homestay permit applications. Please bear with us as you may experience a longer wait for your required inspection once your application has been approved.

  • To apply for a new homestay permit, please have the following ready and complete the form below. 

    Documents & Fees

    • Proof of Residency (two forms from this list)
    • If you are not the owner of the property where you wish to have a Homestay, the owner will need to complete a separate form which can be found here.
    • $208 zoning application & technology fee (you will receive an invoice for paying this fee by email once you submit this application)

    Clearly label:

    • All portions of home or building that include heated floor area
    • The function of each room
    • All doors and windows; clearly identify windows for the homestay area (see FAQ for egress window specifications)
    • Area to be utilized for homestay guests
    • Dimensions and area of all rooms in the homestay area
    • Smoke detectors (note: a smoke detector must be located within each homestay bedroom)
    • Sinks present in or contiguous to the homestay area
    • Refrigerators present in or contiguous to the homestay area; indicate their capacity in cubic feet
    • Any stoves or ovens present in the area
    • Any doors or connections between the resident-occupied space and the homestay area.

    Before submitting this application, please ensure that the email address you provide is correct. You will receive all correspondence related to this permit application at the email address you provide.  

  • If you are tenant, the property owner also will need to be added to the homestay permit due to recent ordinances changes.  Please share the link below with the property owner after completing your application:

    Here is some more information on the change:

    On December 14, 2021, the Asheville City Council enacted changes to the City's homestay requirements found in Section 7-16-1 of the Unified Development Ordinance that require, among other things that:

    "When the property owner does not reside on the property, an application for a homestay permit must be submitted by the full-time resident of the property and the property owner together as co-applicants. The homestay permit shall be issued to both parties with all rights and responsibilities afforded to the applicants equally"

    While we encourage you to go ahead and complete this application, please note that we cannot consider the application complete or schedule inspections until the owner has completed this step.
