    * A more advanced analysis than one based on ASCE 41 Tier 1/2 procedures is necessary to achieve a USRC 5-star safety rating. Refer to Appendix E, FEMA 58 Evaluation Methodology.

** SEAONC EPRS does not permit a 5-star damage or recovery rating based on ASCE 41 procedures alone. Refer to Appendix E, FEMA 58 Evaluation Methodology for additional information on obtaining a 5-star rating for these dimensions.

*** The SEAONC EPRS utilizes ASCE 41 to develop ratings across all three dimensions. The estimate of repair cost may be conservative because the EPRS defaulted to upper bound damage values from a calibration study using ST-RISK. The engineer developing a USRC Rating may opt to perform a custom, building specific repair cost evaluation using either ST-RISK, HAZUS or FEMA P58 and substitute the USRC repair cost dimension rating with the building specific values.

For Transaction Ratings, enter the Scenario Expected Loss (mean) and the Scenario Upper Loss (90th%) for the 475 year event, calculated using either SP3 or ST-Risk.
